The Lao-German Bilateral Technical Cooperation - Microfinance in Rural Areas- Access to finance for the Poor (AFP) is currently seeking for 1 qualified Laotian candidate for the position of provincial administration officer/translator
Duration of Assignment: 24 months, extension possible
Work Location: Five northern districts of Sayabouli Province including Sayabouli District.
Starting date: 15 February 2012
Qualifications:
- Good working knowledge of MS Office-programs and modern telecommunication systems (telephone, fax, e-mail, internet)
- Good English (verbal & written)
- Excellent organization skills

Areas of Work:
Communication and Networking
- Develops and maintains contacts with all relevant stakeholders
- Represents the project at the project level and acts as its speaker
- Acts as liaison to and cooperates with other GIZ projects in the region
- Observes communication and interaction between government institutions, non-government organisations, and the local community through press evaluation, direct dialogs, participation in forums etc.
Development Planning
- Is responsible for the preparation, execution and documentation of training, workshops, meetings, and other project activities together with the partner institution
- Goes on repeated and extensive field visits to the regions in accordance with the requirements of the project
Management and Coordination
- Coordinates the use of office and transport facilities in accordance with the agreement on the use of facilities at the representative office
- Is responsible for authorisation and control of fund expenditure for project activities in accordance with the prevailing stipulations
- Assists assigned national and international consultants in Sepon project
Specific Duties
- Verbal and written translations: The administration officer/translator is responsible of assisting the local microfinance advisor and the local project team with verbal and written translations from English to Lao and Lao to English. This will include the verbal translation during meetings as well as the translations of documents and/or written communication like e-mails.
- Coordinates with the GIZ office on the mode of service delivery.
- Act as liaison with local authorities on provincial and on district level (e.g. Department of Planning and Investment Sayabouli, Rural Development Office Sayabouli, counterparts on district level)
- Overall coordination of administrative and logistic aspects of project activities

Reporting:
- Collect files from Network Support Organizations and from Village Banks
- Monitor deadlines and request missing reports
- Check files and process data
- Monitors the availability of accessories and stocks and carries out procurement in accordance with guidelines
- Is responsible for filing documents in reference files or in DMS in line with GIZ’s filing rules
- Manages confidential files, specifically in the areas of personnel and finance
In the area of financial administration and accounting the administration officer/translator will:
- Help prepare programme budget planning
- Help monitor expenses in accordance with the budget
- Manage and monitor the monthly accounting and financial plans
- Be responsible for financial management, such as cash withdrawals, keeping the cashbook, bank accounts, preparing and entering vouchers
- Check travel expense statements of staff for approval by the superior
- Carry out spot checks of the cash and bank book
- Check requests for funds before release
Experiences:
- At least 1 year of professional working experience in a similar position
Level of education:
- University degree in relevant scientific field and BA in Business Administration
