The GIZ Land Management and Rural Economic Development (LM-RED) is currently seeking for one Lao national to fill the position of Investment Promotion Advisor.
Starting Date: 1st January 2012
Duration of Assignment: Until October 2014
Work Location: Sayaboury Province
Main tasks and responsibilities:
Under the supervision of the GIZ Component Leader of the investment component and in direct cooperation with the provincial investment promotion sector of the Department of Planning and Investment - DPI Sayaboury Province, the advisor has to fulfill tasks as below:
- Support the DPI in developing criteria for sustainable and inclusive investment.
- Support the DPI to develop Provincial investment strategies according to the “Outline and Guide to Developing a Provincial Investment Strategy”
- Assist the investment projects included in the provincial annual investment monitoring plans have been monitored by inter-departmental teams according to the principles suggested in the investment guidelines and all inconsistencies/deviations are reported to the appropriated authority
- Support the investment working groups in monitoring and sharing the outcome from monitoring to all stakeholders.
- Support counterparts for the coordination of the inter-agency process of drawing up provincial investment strategies - cross-sector investment principles
- Promote cross-sector provincial public-private dialogue
- Backstop development and implementation of program plans and activities in close coordination with counter partners and the team.
- Conceptualises, prepares and implements workshops, seminars, and other events on subjects that are related to the program’s interventions
- Monitors project progress, reviews reports and documents concerning the progress of collaborative programs, determines bottlenecks and recommends alternative courses of management action to the component team leader.
Experience and Qualifications:
- Bachelor degree in a field related to economics, development.
- At least 5 years of professional working experience in a similar position or strategic development.
- Excellent command of MS-Office, internet.
- Fluent English language skills (written and spoken)
- Good communication skills, capability to coordinate multi-stakeholder dialogue (government counterparts, private sector and community)
- Ability to work in hard demanding conditions
