The GIZ Human Resource Development for a Market Economy Programme (HRDME III) is continuing to emphasize Lao policy decision makers to enhance the economic frame condition grant. HRDME III is currently seeking for one Lao national to fill the position of Administration Officer/Personal Assistant

Starting Date: 01 January 2012
Duration of Assignment: 3 years, with the possibility of extension
Work Location: Vientiane Capital

Main tasks and responsibilities:
Under the responsibility and supervision of the GIZ-HRDME Program Director, the Administration Officer/Personal Assistant has to fulfill tasks as below:

  • Perform the full range of support duties for Program Director (PD) including screening and routing correspondence, arranging meetings, receiving visitors, reproducing and distributing documents, correspondence and making travel arrangements;
  • Overall responsibility for the administrative work such as correspondence and document handling;
  • Manage appointments and put into the MS Office calendar
  • Prepare/Arrange and follow up all relevant for Visa + ID card, driving license for HRDME Expatriates, STCs, Trainees, and Intern;
  • Follow-up, record and monitor leave schedule and travel plan of HRDME staff;
  • Coordinate and handle logistics arrangement for project missions, workshops, training, internal and external meetings and other events;
  • Make travel arrangements and requirements (tickets, flight and hotel booking, transportation etc. ) for HRDME staff as well as short and long term experts/consultants;
  • Administer and maintain relevant data and filing systems according to GIZ regulation
  • Prepare minutes of meeting for both internal and external meetings.
  • Act as liaison to the Ministry and its relevant agencies, as well as other relevant institutions, including official correspondence.
  • Support Program Director in planning and implementing Public Relations activities
  • Translation documents and correspondence from Lao into English and vice versa as required;
  • Undertake all other tasks as required by the PD.

Experience and Qualifications:

  • University degree in relevant specialization and qualification in business administration desirable (equivalent of BA or MBA)
  • At least 3 years of experience in the related position
  • Good working knowledge of modern telecommunication systems (telephone, fax, e-mail, internet and its software) and MS Office-programs
  • Excellent management skills/Excellent communication skills
  • Fluency in English both in spoken and written is required. German language knowledge is an asset.
  • Ability and willingness to work in a team of national / international experts
  • Personal flexibility and high motivation
