Human Resources & Admin Supervisor – Xekong Power Plant Limited

  • Supervises the overall provision of Human Resources services, policies, and programs for Xekong Power Plant Limited. The major areas directed are: administration management,   recruiting and staffing; organizational and space planning; performance management and improvement systems; organization development; employment and compliance to regulatory concerns; employee orientation; employee relations; employee communication; compensation and benefits administration; employee services and counselling. Conducts new employee processing and exit interviews of terminating employees.
  • Provides overall administrative supervise and support to all areas of the Project.  Maintains and coordinates all administrative functions.  Assists in setting up office policies and procedures.  Directs and manages all functions of a business unit in aspects of the camp site and administrative operations. Provides senior administrative leadership for department and division staff.  Overall responsibility for department administrative staff and managing all aspects of the business office staff

 

APRIL 2011 - FEBRUARY 2012: XEKONG POWER PLANT LIMITED (XPPL)

POSITION:    SENIOR HR AND ADMIN OFFICER

 

·         Supervise direct to HR Officer, Catering team, camp team included all driver team

·         Arrange with recruitment, including conduction interview and estimate record for new hiring

·         Consistently ad accurately recording HR information received in the correct location, including recording disciplinary actions, leave forms and timesheets

·         Ensure corrects are maintained and timely files in personnel file.

·          Assist the HR department in performing a wide variety of clerical duties;

·         Inputs applicant information into data base, prepare reports and utilization studies;

·         Prepare and maintain records ensuring proper assignment of applicants for current open positions;

·         Prepare and send copies of applications, resumes, transcripts and other relevant credentials of applicants who are being referred to appropriate company departments/projects;

·         Maintain confidential employee files and various other records and reports;

·         Schedule interview appointments with applicants;

·         Prepare correspondence to applicants regarding scheduling and other employment matters;

·         Type and maintain updated listing of position summaries for weekly job opportunities bulletin;

·         Compile and type weekly posting of current job opportunities, deliver same, and prepare for mailing;

·         Serves as operator or back up operator for recording weekly job routine on the telephone system, and recording the voice mail interview/referral updates;

·         Conduct input of all personnel records and payroll systems;

·         Validates all overtime and report statistics to upper management;

·         Prepares data and input for periodic reports for management;

·         Follow through with company benefits programs as needed;

·         Ensure adherence to company policies and procedures;

·         Assist to prepare daily , weekly ,  monthly  reports; supporting annual reports;

•   Ensures that all documents related to administrative matters are distributed accordingly

•   Ensure to provide the administrative support and co ordinate amongst the administration department

•   Assist in developing and implementing systematic personnel programmes

•   The personnel programmes includes human resources life cycle, portfolio, databases, filing, management and issuing of identity  cards for field staffs, maintenance

•   Assist in implementing policies accordance with the camp site policies

•   Follow up on all activities which have been handed over by the administration supervisor

•   Provided all assistance related to administration matters as per instructions from the administration supervisor and/or manager      as well as ability to provide support to all departments during the supervisor’s absence

•   Provide assistance on administrative works for the admin supervisor and admin manager

•   Assist the admin supervisor in implementation of the camp and company policies

•   Assist the implementation of a conductive living condition for all staffs

•   Attend meetings with their superiors and collects all relevant documents

•   Edit and enter report and in-house publications into computer

•   Assist preparing the camp budget by conducting the research and collect facts and figures to be included in the budget

•   Maintain a record of camp consumables

•   Initiate various ways of organizing certain camp tasks and recommend changes

•   Be responsible for all routine camp administration chores

•   Keep track of vacation schedules and time-sheets for camp staffs

•   Maintain a master list of those who are residing in the camp

•   Maintain records of available rooms for new staffs and for visitors

•   Arrange for the maintenance and repair of the camp equipment

POSITION:    HR-RECRUITMENT OFFICER

 

·      Liaison and visit the village with the community team to ensure that the Recruitment process are go through all local village

·      Cooperate with the community officer in HR matter that raised by villagers/group of local people

·      Provide Recruitment administration support to the HR Share Service;

·      Ensure the recruitment meet time line and provide accurate recruitment data;

·      Assist with Performance Appraisals, Disciplinary procedures and is missals implementing the company policies and procedures;

·      Involvement in Industrial relation matters, including certified agreements and termination proceeding;

·      Liaising with payroll personnel to provide information and ensure accuracy;

·      Assist with data check and enter into Aurion System (Computer Software for Human Resource Data).

·       Liaise with and provide recruitment advice/information to local village people.

·       Timely input of all local application data into the database.

·       Assist in preparing internal/external advertisements for vacant positions as required, ensuring correct format and up to date information.

·       Provide translation English – Lao – English as required.

·       Daily maintenance of Lao recruitment file and daily data as required.

·       Conduct Lao recruitment interview and administrator Q-test.

·       Provide Lao recruitment advice and information to applicants for advertised positions.

·       Ensure all employment contracts and letters are accurately produced and that all new employees have a signed contract prior to commencement.

·       Recruit from local villages as a preference (long term residents as a priority).

·       Ensure all applications are completed correctly regarding Company policy and Lao Labour Law.

·       Ensure all new employee completed SSO form and ensuring all receive SSO ID card are distributed to the right person and timely.

·       Ensure records are available via a simple system.

·       Ensure all department documentation and procedures are maintained and kept up-to-date.

·       Weekly and Monthly report in daily basis.
